Ongoing IMO negotiations aim to establish a Net Zero Framework to cut ship-related greenhouse gas emissions, with key discussions on technical measures.
Efforts to reach a consensus on the Net Zero Framework aimed at reducing ship-generated greenhouse gas emissions continue at the International Maritime Organization (IMO). A report by S&P Global dated October 13 indicates that, based on the assessment of IMO official Dorota Lost-Sieminska, the common ground in technical measures has expanded, while negotiations are ongoing.
The timeline announced by the IMO following MEPC 84 foresees a working group meeting from November 23 to 27, and MEPC 85 from November 30 to December 3. The resumption of the second extraordinary session, postponed to October 2025, is contingent upon the discussions and confirmations at MEPC 85, scheduled for December 4.
The draft approved in April 2025 combines a global fuel standard with a pricing mechanism for greenhouse gas emissions. The approval of the draft text does not equate to the final acceptance and entry into force stages.
The discussions in November and December are closely monitored by shipowners regarding new investments in ships, fuels, and emissions compliance. However, the current process cannot be interpreted as the implementation of a new global carbon obligation or the establishment of a definitive start date.
