Historic Step for Global Shipping from IMO: Agreement Reached on Net Zero Framework
The International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC) announced that an agreement has been reached with member countries on the draft 'IMO Net-Zero Framework,' which will provide a legal basis for decarbonization targets in global maritime transport. The decision is regarded as the most concrete and binding regulation towards the maritime sector's goal of achieving net zero emissions by 2050.
The newly prepared legal framework is structured around two main mechanisms that will directly affect the global fleet:
Global Greenhouse Gas Fuel Standard (GFS): Technical standards will come into effect that mandate the gradual reduction of lifecycle emissions intensity of ship fuels. Thus, the transition of shipowners from traditional heavy fuel oils (HFO) to low/zero carbon alternative fuels such as methanol, ammonia, hydrogen, and LNG will be made a legal obligation.
Global Carbon Pricing Mechanism: For the first time in the sector, an economic system will be implemented on a global scale, applying an emission cost per ton to fossil fuel-powered ships with high emissions. Revenue generated from the global fund will be used to reduce the production costs of green fuels and to transform the port infrastructures of developing countries.
Following the official announcement, international maritime organizations and independent auditing bodies such as DNV stated that the new regulations are expected to come fully into effect by 2028. With the finalization of the process, it is anticipated that the share of alternative fuel vessels in the new ship order book will increase even more rapidly.
While industry representatives acknowledge that the decision will increase the financial obligations and fuel costs for shipowners, they describe the development as a historic turning point in terms of providing a standardized set of rules that will prevent unfair competition in global shipping.
