    EU Launches Ambitious Maritime and Port Strategies

    The European Commission unveils strategies to boost inland waterway transport, enhance sustainability, and accelerate decarbonization.

    The European Commission has adopted two new policy documents aimed at enhancing the competitiveness of the European Union's inland waterway transport sector, strengthening sustainability, accelerating decarbonization, and improving safety. These are the EU Industrial Maritime Strategy and the EU Ports Strategy.

    The strategies announced by the Commission aim to accelerate the technological transformation of Europe’s maritime and port infrastructure and make the sector more resilient.

    Objective to Strengthen European Leadership in Industrial Maritime Sector

    The EU Industrial Maritime Strategy includes various steps aimed at strengthening Europe’s leadership in the maritime industry. In this context, the EU Industrial Maritime Value Chains Alliance will be established.

    The strategy will particularly focus on the following areas:

    High-tech shipbuilding

    Offshore wind energy support vessels

    Underwater drones

    Development of port equipment

    Additionally, the "Shipyards of the Future" R&D call, which will be launched under the Horizon Europe program, will support the testing of innovative solutions in real shipyard environments and the widespread dissemination of successful technologies across Europe.

    To enhance competitiveness, the European Commission will engage in dialogue with member states to support EU flags and reduce administrative burdens in the monitoring, reporting, and verification processes implemented under the EU Emission Trading System (ETS) Maritime and FuelEU Maritime.

    Digitalization and Clean Energy Transition in Ports

    The EU Ports Strategy aims to strengthen the digitalization of European ports, their innovation capacity, and integration with other transport networks.

    Under the strategy, new guidelines will also be prepared regarding:

    Foreign ownership of EU ports

    EU investments and funding in third-country ports

    Accelerating the transition of ports to clean energy is also among the key topics of the strategy, which includes increasing electrification and strengthening connections with energy networks.

    “Investment-Focused Approach”

    Sotiris Raptis, Secretary General of the European Community Shipowners' Associations (ECSA), commented on the Commission's approach, stating:

    “The Commission rejected calls for protectionism and instead prioritized investment. Through this approach, we are ensuring decarbonization while maintaining competitiveness and simultaneously strengthening Europe’s energy security.”

    Raptis also argued that the green regulations implemented by the EU in maritime should be temporary and that these measures should be withdrawn once a global agreement is reached by the International Maritime Organization (IMO).

    Potential for Climate Leadership in Ports

    Dr. Lucy Gilliam, co-director of the civil society organization One Planet Port, highlighted the potential of European ports to be global leaders in climate innovation.

    In her assessment, Gilliam stated:

    “The potential for European ports to be global leaders in climate innovation and ecosystem management is immense. By integrating marine spatial planning, nature-based design, zero-emission circular production systems, and wind-assisted shipping under a single strategy, Europe can build resilient and competitive ports.”

    The new strategies are considered an important part of a long-term transformation plan aimed at modernizing Europe’s maritime industry and aligning its ports with low-carbon energy systems.
