SOME 100 trucks mustered along Bonifacio Drive in Manila to protest the implementation of the Philippine Ports Authority's Trusted Operator Programme-Container Registry Monitoring System (TOP-CRMS), reports Manila's ABS-CBN News.
Truckers urged the government to suspend the implementation of the new system, citing alleged lack of consultation among stakeholders.
Subsequently, the Department of Transportation (DOTr) is eyeing the cancellation of the implementation of the TOP-CRMS scheme, one of the two major digitisation efforts of the port authority, reported the Manila Bulletin.
PPA general manager Jay Daniel Santiago DOTr undersecretary Elmer Sarmiento told him that there will be a recommendation from the department to scrap the scheme. The TOP-CRMS uses technology for up-to-date container tracking allowing customers, carriers, freight forwarders, and shippers to access the status of their cargoes and containers.
It is expected to keep a registry and monitor all inbound shipping containers that will track every foreign-owned container's location and movement using the industry- accepted data interchange formats through encrypted channels.
