As of 1 January, 2014, the European Maritime Safety Agency (EMSA) is publishing the following Paris  MOU company performance data on the Thetis database:
 the list of companies whose performance has been very low for a continuous period of 36 monthsthe list of companies whose performance has been low or very low for a continuous period of 36 monthsthe list of companies whose performance has been low for a continuous period of 36 months.This information will be updated daily and is part of the Paris MOU’s New Inspection Regime (NIR), established in January 2011. Tokyo MOU also recently established an NIR, in January 2014.

To help owners and operators calculate their own company performance, we have created a company performance index calculator, available on our website here. This can be used to calculate performance for both the Paris and Tokyo MOUs.
 
About NIRs and company performance
The Paris and Tokyo NIRs are risk-based targeting mechanisms which reward quality shipping with a smaller inspection burden and concentrate on high-risk ships, which are subject to more in-depth and frequent inspections. The NIRs use company performance data to identify the risk profile of ships, as well as the Voluntary IMO Member State Audit Scheme and the performance of the flag state and recognised organisation. The past inspection record of the ship as well as its age and type has an influence on the targeting. 

The Paris and Tokyo MOUs have  established a formula for calculating company performance which takes into consideration the deficiencies and detentions of the company’s fleet in the previous 36 months, based on the IMO company number, and compares the data to the average for all vessels inspected in their respective regions to determine the performance level. Companies are ranked into very low, low, medium and high-risk categories.

Any ‘refusal of access’ (banning order) imposed by Paris MOU on a vessel has a negative impact on the ranking of the company.
