EUROPEAN parliament is debating expansion of European Commission proposals to extend its monitoring of carbon dioxide (CO2) emissions and nitric dioxide (NOx) emissions from smaller ships.
This would require ships to monitor emission from last non-European port until arrival at a non-European port, an extraterritorial feature of the law that has raised objections in the aviation sector.
The proposal now seeks to lower the ship covered from 5,000 gross tonnes to 400 gross tonnes. The proposal is likely to be passed at the plenary session of European Parliament.
But experts told Lloyd's List that the proposals for including NOx and smaller vessels are unlikely to pass in order to allow the UN's International Maritime Organisation time to develop global rules in this matter.
The European Commission recognises that the establishment of the infrastructure to deal with monitoring data is needed, but the date of first monitored year is set for 2018.
The date is too far away for green and environmental parties but to experts time is needed as monitoring emissions from all its exhaust-gas pipes and vents requires complex sensing equipment.
