Non-regulated vessels can now apply for Port Exit Certificates via cooperatives through the Port Management Information System.
Applications for Port Exit Certificates for maritime vessels not subject to regulations can be made through cooperatives via the Port Management Information System. The letter from the General Directorate of Maritime Affairs, dated October 28, and the accompanying guidelines specify the conditions of the new application.
Cooperatives that will benefit from the application must register in the system by applying to the relevant port authority. Each cooperative will designate two users, and these individuals will be registered in the system by the port authority. The vessel for which the transaction will be carried out must also be added to the list of authorized vessels.
The shipowner will submit a declaration confirming that they accept the processing of transactions through the cooperative. For vessels for which no declaration is provided, cooperative officials will not be able to submit an application. According to the guidelines, cooperatives operating fishing ports can also initiate transactions on behalf of vessels using the port, with the knowledge of the port authority and the shipowner's declaration.
Although the cooperative prepares the application, the approval of the document will be granted by the port authority. Officials will be able to track the stages of the application in the system and obtain a printed copy of the document after approval. The ministry has requested that port authorities inform the cooperatives in their regions and provide them with the usage guidelines.
