Russia's Transport Ministry seeks to limit older vessels' port access, with public consultation now open on the draft law.
The Russian Ministry of Transport has opened a draft law to public consultation that aims to limit the entry of older vessels into the country's ports. The ministry's announcement on October 30 was reported by PortNews on November 1.
The draft provides for a transitional period based on the validity of the classification document for Russian-flagged vessels over 50 years old. For foreign-flagged vessels, the entry restriction applies to those over 40 years old. Additionally, it is planned that foreign-flagged vessels over 30 years old will need to verify their compliance with safety and marine environmental protection regulations annually with a document obtained from the Russian Maritime Registry.
The assessment will take into account timely inspections and repairs, as well as insurance coverage. It is also proposed to add a condition to cargo transport contracts requiring the use of vessels that meet safety conditions and possess valid survey documents. The responsibilities of terminal operators will be included in the regulation.
If the proposal is accepted, it is anticipated that the law will come into effect 180 days after its official publication. The definitive obligations of shipowners and charterers will depend on the final text approved during the legislative process.
