    New regulations effective January 17, 2026, introduce ADB 10 and ADB 24 certificates, transforming amateur sailing qualifications.

    On January 17, 2026, a significant transformation in amateur sailing was realized with the new regulation published in the Official Gazette. The 'Regulation on the Equipment of Private Yachts and the Competencies of Individuals Using Private Yachts,' prepared by the Ministry of Transport and Infrastructure, came into force, introducing two new categories for amateur sailor certificates.

    Distinction of ADB 10 and ADB 24 Certificates

    According to the regulation, individuals wishing to operate private yachts with a total length of up to 10 meters will be issued an 'Amateur Sailor Certificate (ADB) 10.' To obtain this certificate, candidates must be at least 16 years old, meet the specified health conditions, complete both remote theoretical training and practical training, and pass the examination. ADB 10 holders under the age of 18 will only be allowed to use these yachts if accompanied by at least one adult who also holds an ADB 10 certificate.

    To operate private yachts with a hull length of up to 24 meters, an 'ADB 24' certificate has become mandatory. Candidates must be at least 18 years old and have held an ADB 10 certificate for a minimum of 12 months. Additionally, they are expected to successfully complete theoretical and practical training and pass the examination. Graduates of faculties and vocational schools providing maritime education, as well as graduates of vocational/technical high schools in the maritime field, will be able to obtain the ADB 24 certificate without an examination upon request.

    Transition Process for Existing Certificates

    A five-year transition period has been established for individuals holding ADB certificates issued before the regulation came into force. During this period, those who do not complete the theoretical training for 'ADB 24' will have their existing certificates considered equivalent to the 'ADB 10' certificate.

    Other Regulations

    With the regulation, the use of private yachts for commercial purposes has been prohibited, and it has been stipulated that administrative fines will be imposed per meter in case of violation. Additionally, regulations regarding the use of unlicensed vessels and examination conditions, as well as oversight and sanctions, have been detailed.
