Istanbul's Maritime Tourism Board has enacted new regulations focusing on safety and environmental standards for the sector as of September 17, 2025.
The decision numbered 451 on 'General Rules' was unanimously accepted at the meeting of the Istanbul Governorship Maritime Tourism Board on September 17, 2025, enacting new regulations for the maritime tourism sector.
The decision was announced to the members by the İMEAK Chamber of Shipping.
The board's decision includes 29 articles covering a wide range of areas, from the operations of daily excursion boats to music broadcasting, waste management, and table arrangements.
Safety and environmental concerns are prioritized.
Daily excursion boats will not be allowed to approach swimming areas within more than 100 meters.
If diving activities are present, boats will not be allowed to approach within more than 50 meters.
Sewage and bilge waste will absolutely not be discharged into the sea, and a waste receipt must be kept on board.
At the beginning of the voyage, passengers will be informed about the route, weather conditions, and emergency equipment.
In case of storm warnings, the port authority may suspend voyages.
Restrictions on music and pricing
A 'Music Broadcast Permit' will be mandatory for music broadcasting on boats. Additionally, music broadcasting will not be allowed in designated sensitive areas.
All daily excursion boats will be required to visibly display and implement the price lists approved by the Istanbul Provincial Directorate of Culture and Tourism.
Detailed regulations on table dimensions
The board's decision also included detailed standards regarding the dimensions of tables and chairs on boats. Tables must be at least 70 cm wide and 120 cm long, and the spacing between tables must not fall below specified distances.
Prohibition of alcohol and hawking
It is prohibited for boat captains and crew to be under the influence of alcohol during the voyage. Furthermore, hawking, selling other tours, and disturbing passengers are explicitly prohibited.
Severe penalties for unlicensed operations
Boats operating without a Maritime Tourism Vehicle Tourism Operation Certificate will not be permitted. Administrative sanctions will be imposed on those who do not comply with the rules under the Tourism Encouragement Law No. 2634 and relevant legislation.
It was stated that the decision taken by the governorship aims to enhance safety in maritime tourism activities in Istanbul, protect the environment, and raise service standards. The decision came into effect with the signatures of relevant public institutions and sector representatives.
