Ankara University DEHUKAM and Somalia's Ministry of Ports sign a protocol to enhance maritime law cooperation and capacity-building efforts.

A protocol aimed at enhancing cooperation in the field of maritime law was signed between the Ankara University Maritime Law National Research Center (DEHUKAM) and the Ministry of Ports and Maritime Transport of Somalia as part of the 5th Turkey Maritime Summit Program.

The protocol, signed during a ceremony held on July 3, 2026, at Rixos Tersane Istanbul, aims to increase the sharing of knowledge and experience, organize capacity-building training for ports, conduct joint training and research activities, and strengthen institutional cooperation, particularly in the field of maritime law.

The protocol was signed by the Chairman of the Board of DEHUKAM, Süleyman Önel, and the Director, Dr. Mustafa Başkara, on behalf of DEHUKAM, and by the Minister of the Ministry of Ports and Maritime Transport of Somalia, Abdulkadir Muhammed Nur.

During the speeches made at the signing ceremony, the current status and priority needs of Somalia in the maritime sector were discussed, and comprehensive consultations were held regarding cooperation opportunities for the development of maritime law, port management, and maritime capacity.

Additionally, information was shared about DEHUKAM's national and international activities in the field of maritime law, emphasizing the importance of the center's academic expertise and training capacity in contributing to the development of Somalia's maritime sector.

It is expected that this cooperation protocol will contribute to strengthening the maritime and maritime law relations between Turkey and Somalia and lay the groundwork for sustainable academic and institutional collaborations between the two countries.
