Dalian port chief wants Beijing to help stop Busan siphoning off cargo
DALIAN Port Group Chairman Hui Kai said although the port has made significant achievement in the past 10 years, Korea's Port Busan is siphoning off its Chinese cargo as transshipments.
Beijing is planning to turn Dalian into a major international shipping hub in north east Asia, but the port lacks support that Busan receives from Seoul in tax breaks and feeder services, he said.
China is the major cargo source for Busan. Eighty per cent of this cargo is transshipment via Busan to Europe and America. Only 20 per cent are bound for Korean destinations.
Mr Hui said the diversion of these cargo has hurt further development of China's ocean shipping service and the materialisation of its target of turning Dalian into a hub.
Mr Hui seeks a port of origin tax rebate at Dalian and a well-developed sea-rail intermodal system for the Bohai Rim feeder network. He also seeks tax concessions to shipping-related companies inside Dalian's Dayaowan bonded port area, such as exemptions from the business tax.
He would also like government authorities to establish polices to encourage leading financial-related institutions such as banks and insurers with shipping background to set up branches in Dalian. He also wanted facilities developed to handle international transhipments of bulk cargo such as petroleum and ores.
