Sunday, June 12We were at the congress hotel in Cancun at around 14.00 on the first day. Hotel entrances were made in the section reserved for congress participants. While we were waiting here, we had the opportunity to relax in the beautiful view of the Caribbean sea. The registration for the congress was in the conference center on the lower floor of the hotel ground floor. By applying here, we renewed our registration for the congress, and if there were missing and/or incorrect information, we had them corrected. The congress committee handed the bag prepared for each participant to the participants.A welcome party was held by the pool at 20:00 on Sunday, June 12. When we meet here in person, most of us are cautiously optimistic about a post-pandemic world. However, the pandemic is not completely over. Pilots are key workers who have moved supply chains and continue to do so during the toughest times of the pandemic, even providing piloting services with personal protective equipment under the threat of COVID. Pilots have always been vital to ensure navigation safety in globally important ports and shipping routes. You are also crucial in maintaining the global supply chain using your specific knowledge and expertise. Safety and environmental protection depend on multiple stakeholders. IMO is the global regulatory body where member states take key decisions to promote efficient transportation while minimizing risks to life, cargo and the environment. However, IMO is aware of the crucial role played by accredited non-governmental organizations such as IMPA in this process. It cannot be expressed how great the value their expertise has added to our discussions and the development of regulations.Since IMPA gained consultative status at the IMO in 1973, we welcome regular contributions to the various technical bodies of the IMO. Your expertise supports the process to ensure that technology and the human element work harmoniously in a way that promotes maritime safety as a top priority. IMO has developed recommendations on training qualifications and operational procedures for pilots, as well as requirements to facilitate their boarding, especially in inclement weather. Few areas of maritime transport depend on the human element as much as pilotage, and I am pleased to say that IMO has identified areas where IMO resolutions encourage the use of pilots on ships and has recently adopted a new strategic direction to recognize the importance of humans.IMO's recognition of the importance of pilots precedes your advisory status. In 1968, the IMO Assembly passed a resolution called the Guidance Recommendation, which said Governments "should organize guidance services". Now, IMPA's engagement goes beyond pilotage safety and impacts many other aspects of maritime transport, including advances and services related to digitalisation, automation and e-navigation, and I believe IMPA will continue to contribute to the vital work of IMO. IMO has made incorporating new technologies like these into the regulatory framework a key strategy. For example, IMO has recently approved the roadmap and work plan to develop a Code for Maritime Autonomous Surface Ships (MASS). I welcome IMPA's contribution to this process.Another important policy issue is efforts to combat climate change. Just last week, the IMO finalized guidelines to support carbon intensity measures, which will go into effect in November of this year. Discussions were also held on a review of the initial IMO Strategy on reducing greenhouse gas emissions from shipping and a “basket of candidate medium-term measures” that would integrate both technical and carbon pricing elements. Shipping is undoubtedly within a decade of change. The pandemic has led to a deeper recognition of maritime personnel as key key workers, making us look at the ways we work. In the coming years, we will see the transition to low and zero carbon fuels with increasing automation and digitalization. Addressing the safety aspects of using these new fuels and the need to protect our ocean and planet will also guide our thinking. Above all, we must ensure that no one is left behind in this transition. IMO's 2022 World Maritime Theme is "new technologies for greener shipping". This provides an opportunity to promote inclusive innovation, research and development, and technology collaboration and showcase solutions for decarbonisation and cleaner, safer and more sustainable shipping. The fourth speech was delivered by IMO Secretary General Mr. Kitack Lim.His speech was as follows: "IMPA President Captain Simon Pelletier, His Excellency Distinguished pilots, ladies and gentlemen, It is a pleasure and an honor to be here with you today for this 25th IMPA congress. When we meet here in person, most of us are cautiously optimistic about a post-pandemic world. However, the pandemic is not completely over. Pilots are key workers who have moved supply chains and continue to do so during the toughest times of the pandemic, even providing piloting services with personal protective equipment under the threat of COVID. Pilots have always been vital to ensure navigation safety in globally important ports and shipping routes. You are also crucial in maintaining the global supply chain using your specific knowledge and expertise. Safety and environmental protection depend on multiple stakeholders. IMO is the global regulatory body where member states take key decisions to promote efficient transportation while minimizing risks to life, cargo and the environment. However, IMO is aware of the crucial role played by accredited non-governmental organizations such as IMPA in this process. It cannot be expressed how great the value their expertise has added to our discussions and the development of regulations.Since IMPA gained consultative status at the IMO in 1973, we welcome regular contributions to the various technical bodies of the IMO. Your expertise supports the process to ensure that technology and the human element work harmoniously in a way that promotes maritime safety as a top priority. IMO has developed recommendations on training qualifications and operational procedures for pilots, as well as requirements to facilitate their boarding, especially in inclement weather. Few areas of maritime transport depend on the human element as much as pilotage, and I am pleased to say that IMO has identified areas where IMO resolutions encourage the use of pilots on ships and has recently adopted a new strategic direction to recognize the importance of humans.IMO's recognition of the importance of pilots precedes your advisory status. In 1968, the IMO Assembly passed a resolution called the Guidance Recommendation, which said Governments "should organize guidance services". Now, IMPA's engagement goes beyond pilotage safety and impacts many other aspects of maritime transport, including advances and services related to digitalisation, automation and e-navigation, and I believe IMPA will continue to contribute to the vital work of IMO. IMO has made incorporating new technologies like these into the regulatory framework a key strategy. For example, IMO has recently approved the roadmap and work plan to develop a Code for Maritime Autonomous Surface Ships (MASS). I welcome IMPA's contribution to this process.Another important policy issue is efforts to combat climate change. Just last week, the IMO finalized guidelines to support carbon intensity measures, which will go into effect in November of this year. Discussions were also held on a review of the initial IMO Strategy on reducing greenhouse gas emissions from shipping and a “basket of candidate medium-term measures” that would integrate both technical and carbon pricing elements. Shipping is undoubtedly within a decade of change. The pandemic has led to a deeper recognition of maritime personnel as key key workers, making us look at the ways we work. In the coming years, we will see the transition to low and zero carbon fuels with increasing automation and digitalization. Addressing the safety aspects of using these new fuels and the need to protect our ocean and planet will also guide our thinking. Above all, we must ensure that no one is left behind in this transition. IMO's 2022 World Maritime Theme is "new technologies for greener shipping". This provides an opportunity to promote inclusive innovation, research and development, and technology collaboration and showcase solutions for decarbonisation and cleaner, safer and more sustainable shipping. These ambitious goals will benefit everyone – but we must consider their impact on seafarers and other marine personnel, including the need for training.This transition requires balanced technological solutions supported by secure and sustainable implementation and a regulatory framework linked to the three Cs: collaboration, collaboration, communication. Communication was established with pilots participating from approximately 17 countries. Contact details were received and given, and the door to new friendships was opened.
