    Ningbo Zhoushan Port's Fodu Terminal receives approval for three new berths, enhancing capacity and supporting Zhejiang's marine economy.

    On 28 September, the Phase II works of the Fodu Container Terminal at Ningbo Zhoushan Port's Liuheng Port Area successfully received project code approval from the Zhejiang Provincial Department of Marine Economy Development, marking a milestone in the project's preliminary advancement.

    On 29 September 2025, Phase I construction officially broke ground. With both significant milestones - the first anniversary of Phase I's commencement and the successful code approval of Phase II - landing in close succession, the Fodu project has formally entered a new stage of dual-track, full-speed development: Phase I accelerating toward completion, Phase II gathering momentum for launch.

    The Fodu Container Terminal project at Ningbo Zhoushan Port's Liuheng Port Area is designated as a major project under China's 14th Five-Year Plan and forms a cornerstone of the initiative to develop five container berth clusters of ten million TEUs or more at Ningbo Zhoushan Port. The project leverages the superior deep-water resources of the Liuheng Port Area to establish an intensive, intelligent, and modern container operations zone. According to the development plan, the project will encompass five 200,000-tonne container berths and two berths of 50,000 tonnes or below, with a designed annual throughput capacity of 6.5 million TEUs, a total investment of approximately RMB 20 billion, and phased delivery across two stages.

    Phase I incorporates two 200,000-tonne container berths. Since breaking ground one year ago, construction has maintained a high-intensity pace, with phased milestones advancing on schedule and primary marine engineering works progressing across all fronts - laying a solid foundation for partial commissioning and operation by 2027.

    The newly approved Phase II works will incorporate three 200,000-tonne container berths and two berths of 50,000 tonnes or below, with a designed annual throughput capacity of 4.5 million TEUs and a planned construction start date of 2028. Upon completion and commissioning, the project will further unlock the deep-water shoreline potential of the Liuheng Port Area, address throughput capacity shortfalls at Ningbo Zhoushan Port, and inject powerful new impetus into the port's quality enhancement and expansion, as well as the high-quality development of Zhejiang's marine economy.

    Looking ahead, the Zhejiang Provincial Department of Marine Economy Development will continue to strengthen service and coordination support, maintaining close oversight of the critical preliminary milestones for Phase II. Through integrated provincial and municipal action, the department will accelerate guidance and approval on key specialized matters, driving the project toward early endorsement and early construction commencement. These major port engineering works stand as tangible proof of Zhejiang's commitment to building a world-class, leading-edge port - not merely expanding infrastructure, but advancing the strategic foundation of global maritime trade.
