Over 85 maritime companies urge the IMO to adopt the Net-Zero Framework by 2026 to ensure decarbonization and investment clarity.

More than 85 leading companies, including the world's largest shipowners, port operators, fuel producers, and technology providers, have made a historic call to the International Maritime Organization (IMO) through a joint statement. Industry representatives are demanding the formal adoption of the "IMO Net-Zero Framework" (NZF) by 2026 at the latest, which will determine the decarbonization pathway for maritime transport.

    "Legal Clarity" Essential for Investments

In an open letter published at the beginning of March 2026, it was emphasized that billions of dollars in investments are ready for low-carbon fuels, next-generation ship designs, and supply infrastructure, but this process is at risk due to "regulatory uncertainty." Companies state that the implementation of a global carbon tax mechanism would create a competitive ground and financial assurance for "first mover" firms transitioning to green technologies.

Concerns Over Delay in October 2025

The Net-Zero Framework, which was expected to be approved in October 2025, has been postponed by one year due to disagreements among member states and objections from some major powers. Industry stakeholders warn that if this delay continues, the maritime sector will deviate from its 2050 net-zero targets. The statement indicated that the IMO's establishment of a single global rule set would prevent the chaos created by regional and fragmented regulations.

    Carbon Tax and Net-Zero Fund

The proposed framework envisions a fee based on the amount of carbon emitted by ships larger than 5,000 gross tons, with the revenue being channeled through a "Net-Zero Fund" to support clean fuel R&D efforts and the green transition of developing countries.
