    ITF Condemns Black Sea Attacks on Commercial Vessels

    ITF strongly condemns recent attacks on vessels in the Black Sea, emphasizing the need for seafarer protection under international law.

    Attacks on commercial vessels in the Black Sea are provoking strong reactions from international trade union organizations. The International Transport Workers' Federation (ITF) condemned the recent attack on a tanker en route to Novorossiysk, which was struck by maritime drones while passing through Ukraine's exclusive economic zone. The ITF emphasized that seafarers must never be a party or target in the war under any circumstances.

    In a press release published by the ITF on December 12, 2025, it was noted that this incident marks the third attack in recent weeks targeting vessels described as Russia's 'shadow fleet.' The organization clearly stated that regardless of the political or economic context of the vessels, the crew members on board hold civilian status and must be under absolute protection according to international law.

    Mark Dickinson, Vice President of the ITF Seafarers' Section and General Secretary of Nautilus International, commented, 'Seafarers are not a weapon of war. They are merely civilians doing their jobs.' He highlighted that seafarers working on vessels operating under the 'Flag of Convenience' system often face more vulnerable conditions due to weak oversight mechanisms and frequently lack the practical ability to refuse dangerous voyages.

    Dickinson pointed out that many seafarers work for low wages, with inadequate contractual guarantees and limited information, stating, 'It is unacceptable to put civilian crews at risk, regardless of the flag, cargo, or political background.' The ITF noted that such attacks further deepen the existing risks of exploitation and insecurity in the maritime sector.

    The statement indicated that with the ongoing Russia-Ukraine war, the Black Sea has effectively turned into a high-risk maritime area, where commercial vessels face constant threats such as mines, drones, and missile attacks. The ITF reiterated its call for all parties in the conflict to adhere to international humanitarian law and maritime law, to de-escalate tensions, and to take all necessary measures to ensure the safety of civilian seafarers.

    A similar statement was made by Nautilus International, which condemned the attack reportedly carried out by the Ukrainian armed forces on a commercial vessel. The organization stated that seafarers should not be viewed as 'disposable' or 'collateral damage.' Nautilus announced that it would continue to closely monitor developments in the Black Sea alongside the ITF and is ready to provide all necessary support to affected seafarers.

    The common view expressed in international trade union circles is clear: Global trade continues to survive even during wars and crises thanks to seafarers. Therefore, no military or political objective can justify putting civilian crew members' lives at risk. The ITF and Nautilus emphasize that they will continue to keep these violations on the agenda until the safety of seafarers is fully ensured.
