    Maritime sector must begin data collection in 2026 for 2027 reports under MARPOL Annex VI's expanded DCS rules, warns CM Technologies.

    The international maritime sector is racing against time to comply with the expanded Data Collection System (DCS) rules under MARPOL Annex VI. CM Technologies (CMT), based in Germany, has reminded shipowners and operators that the data required for reporting in 2027 must be collected starting from the first days of 2026.

    The Forecast Period is Over, Precise Measurement Has Begun

    Although the new regulation, which covers all vessels of 5,000 GT and above engaged in international voyages, officially came into effect in August 2025, the reporting schedule spans an entire calendar year (2026). The new rules require the collection of much more detailed and disaggregated ('granular') data, including not only total fuel consumption but also how much fuel different systems on board consume, the distance traveled, and the duration of voyages.

    'If You Don’t Collect the Data Now, You Can’t Report It Later'

    Uwe Krüger, General Manager of CM Technologies, stated that one of the biggest misconceptions in the sector is viewing this process merely as 'year-end paperwork.' Krüger warned operators, saying, 'Although advanced data sets will not be available until the beginning of 2027, the obligation to produce compliant data has already begun. You cannot retroactively generate data that has not been measured and recorded in real-time on board during 2026 at the end of the year.'

    Compliance Certificate May Be at Risk

    Experts emphasize that the new system signifies a transition from 'estimation and reconciliation' methods to 'direct measurement' methods. Incomplete or inconsistent data sets may prevent vessels from obtaining a Statement of Compliance (SoC). Additionally, this situation could lead to stricter inspections during Port State Controls (PSC) and cause charterers to approach the vessel with suspicion.

    Process Starting from the Engine Room

    The expanded DCS shifts the data collection task from offices to the daily operations of ship captains and chief engineers. CMT officials recommend that 2026 be seen as a 'preparation and verification year' and urge the prompt implementation of continuous fuel monitoring systems supported by machine performance data.
