According to the first comprehensive sector report by the National Energy Administration of China, the country's total green fuel production capacity is expected to reach approximately 8 million tons of oil equivalent annually by the end of 2025. However, this total does not include marine fuels; high costs, insufficient demand, and international certification remain significant barriers.
China is scaling up production of next-generation fuels, which are considered critical for the decarbonization of shipping and aviation. According to the 'China Green Fuel Development Report 2026' published by China Daily on August 6, the country's green fuel production capacity is projected to reach approximately 8 million tons of oil equivalent by the end of 2025.
In the breakdown of the report, the annual green methanol capacity is stated to be 380,000 tons, the green synthetic ammonia capacity is 700,000 tons, and the sustainable aviation fuel capacity is 1.7 million tons. The main total of eight million tons also includes usage areas outside of shipping; therefore, it should not be interpreted as 'China produces 8 million tons of green marine fuel.'
Capacity and actual production are not the same.
The values announced represent annual production capacity; actual production and the amount allocated to the maritime sector may be lower. The National Energy Administration also listed high production costs, insufficient market demand, and international certification barriers as the main issues facing the sector.
From a maritime perspective, the key questions are which ports the production facilities will be connected to, what standards will be used to verify the fuel's life cycle emissions, and whether shipowners will provide demand guarantees through long-term purchase contracts. While new orders for methanol and ammonia-fueled ships are growing, the inability to have the fuel available in a regular and certified manner at ports could limit the operational value of the investment.
In terms of editorial assessment, maintaining the 'green' quality will depend on the traceability of the hydrogen source, the origin of the carbon, and the entire supply chain within an international certification system.
Maritime impact: China's methanol and ammonia capacity could enhance the country's potential as an alternative marine fuel supplier. However, the report does not provide port-based bunker capacity; the speed at which production transforms into port supply infrastructure and internationally recognized certification will determine the fuel risk for ship orders.
