TWENTY-SIX shipping lines have signed up with Container Ledger Account (CLA), an online scheme to speed container deposit refunds in the Philippines, reports Manila's PortCalls.
New entrants are MSC, Avisa Container Lines, Elan International, Fesco Ocean Management Hong Kong, Pan Ocean (Standard Liner Agencies) and Wosun Logistics (Shanghai) Co.
CLA also now has 457 subscriber consignees/freight forwarders, as well as 596 customs brokers, container freight station and warehouse operators
The 20 other shipping lines are BLPL Singapore, CK Line, Concorde Container, Cosco Shipping Lines, Eagle Express Lines,Federated Cargo Line, Hyundai Merchant Marine, KMTC Corp, Kyowa Shipping Lines (Skybest Logistics), Lancer ContainerMacro Ocean Philippines, MBF Carpenters,Namsung Shipping (Southern Star Agencia Maritima, New Zealand Line, Oceanus Container, OOCL Philippines, RCL Feeders,Samudera Shipping, Sarjak Container Lines and Sinotrans.

CLA is an alternative and voluntary solution to simplify container deposit management between the shipping line and consignee/agent. The system began pilot-testing in the Philippines in December 2021.
The Philippines Department of Transportation and Department of Trade and Industry endorsed the system and strongly urged members of the Association of International Shipping Lines (AISL) to join CLA as an alternative to address the longstanding issue on container deposits.
The system aims to reduce procedures, time, and costs; improve competitiveness, and level the playing field between big and small and medium organisations.
It also aims to eliminate the administrative burden of shippers who have to prepare various documents in order to claim their container deposits from different shipping lines.
Through CLA, users can provide the container deposit or a security amount for use with all their containers regardless of the shipping line.
