The US Department of Homeland Security said in a notice said that the USCG believed that Libyan ports did not maintain effective anti-terrorism measures and found that Libya's legal regime, designated authority oversight, access control and cargo control were all deficient.
Each vessel affected will have to implement the Security Level 2 measures from its ship security plan while in Libya; ensure that each access point is guarded and that guards have total visibility of the exterior of the vessel while in a Libyan port.
While in a Libyan port, ships must log all security actions and report actions taken to the pertinent USCG Captain of the Port before arrival in the US.
