New Era in Ship Recycling: Authorization Processes Entrusted to Turkish Lloyd

Turkey has taken a significant step towards compliance with international standards in the ship recycling sector. Under the authorization protocol signed between the Ministry of Transport and Infrastructure of the Republic of Turkey and the Ministry of Environment, Urbanization, and Climate Change of the Republic of Turkey, the responsibility for conducting technical inspections, conformity assessments, and authorization processes for ship recycling facilities has been entrusted to Turkish Lloyd.

With the new regulation, Turkish Lloyd will operate as the sole authorized organization assessing the compliance of ship recycling facilities in Turkey with national legislation and international standards. The organization will carry out conformity assessments based on the technical inspections conducted at the facilities and manage the authorization processes.

Strengthening Compliance with the Hong Kong Convention

This application aims to contribute to the effective implementation of the provisions of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, prepared by the International Maritime Organization (IMO), in Turkey. The regulation aims to ensure that ship recycling activities are carried out in line with the principles of environmental protection, worker health and safety, and sustainability.

Turkey, particularly Aliağa, is one of the world's significant ship recycling centers. With the new authorization model, it is expected that technical standards in the sector will be elevated, inspection processes will become more systematic, and international competitiveness will be enhanced.

Technical Evaluation from a Single Center

As part of the process to be conducted by Turkish Lloyd, the infrastructure of ship recycling facilities, environmental management systems, occupational health and safety practices, and technical qualifications will be thoroughly examined. Facilities meeting the necessary criteria will be authorized based on the conformity assessments conducted.

The authorization protocol is considered an important milestone for Turkey in fulfilling its international maritime obligations, and it will also contribute to the establishment of a transparent, reliable, and internationally compliant inspection mechanism in the ship recycling sector.
