The 12th Session of the Sub-Committee on Implementation of IMO Instruments was held in London.
The 12th Session of the International Maritime Organization's (IMO) Sub-Committee on Implementation of IMO Instruments (III) took place from July 20 to 24, 2026, at the IMO Headquarters in London. The meeting addressed issues related to the effective implementation of IMO conventions, member state audits, flag state performance, and enhancing maritime safety.
During the five-day session, experiences gained under the IMO Member State Audit Scheme (IMSAS) were evaluated, focusing on the more effective use of audit results, improving the implementation of flag, port, and coastal state obligations, and technical work aimed at the realization of mandatory IMO instruments. Additionally, the topics of enhancing the quality of accident investigation reports and sharing findings in a manner that contributes to global maritime safety were also discussed.
The meeting evaluated preparations for the second cycle of the IMO audit system, updates to audit procedures, and proposals to increase member states' compliance with international obligations. This aims to enhance maritime safety, protect the environment, and ensure the more effective global implementation of international maritime regulations.
The Sub-Committee on Implementation of IMO Instruments conducts technical work to support the effective implementation of key IMO conventions such as SOLAS, MARPOL, STCW, Load Line, Tonnage Measurement, and others by member countries. The recommendations and technical regulations prepared by the committee are subsequently submitted for evaluation by IMO's higher bodies, primarily the Maritime Safety Committee (MSC) and the Marine Environment Protection Committee (MEPC).
