This is intended to advance development of the regional economy and revive local industries, said Zhou Xiding, vice director of Liaoning Provincial Development and Reform Commission, according to Xinhua.
The development of the "Coastal Economic Area" in Liaoning province, where Dalian is located, has attracted overseas investor attention, Mr Zhou said, A number of companies from US and Singapore as well as those from Yangtze River Delta have set up branches in the region, which is attracting investment from southern China
Developing an international shipping hub, is an important component of the plan to open up northeast China. Dalian's northeast Asian shipping centre development plan intends to make full use of Liaoning's favorable geographical location on the sea coast.
Liaoning's Coastal Economic Area has enjoyed growing publicity through various investment promotional campaigns. Since 2008, Liaoning's foreign investment has joined the top three in China, said the report.
Dalian's International Shipping Centre will be an integration of air, sea and land transport, according to the development plan.
An extensive traffic network has been developed in Liaoning and the rest of the northeast China. Dalian is the largest seaport in Liaoning province. Harbin-Dalian Railway is a trunk line of the railway network in northeast China. Liaoning's expressway network links major cities.
Dalian airport is the largest airport in northeast China in terms of both passenger and cargo. It also has the most domestic and international routes among all airport in northeast China.
