    Turkey and the UN are set to discuss Black Sea shipping safety with Russia and Ukraine, aiming to protect commercial vessels and ports.

    It has been reported that Turkey and the United Nations are preparing new discussions to ensure the safety of commercial vessels in the Black Sea. The Kremlin stated that it is aware of the initiative but that there are no concrete details yet.

    A new diplomatic initiative has emerged to halt attacks on commercial vessels, ports, and energy infrastructure in the Black Sea. According to a Bloomberg report dated October 1, 2026, Turkey and the United Nations are preparing to hold talks with Russia and Ukraine at the beginning of October.

    The news, also reported by Ukrainska Pravda, is based on a high-level diplomatic source. It was noted that the initiative aims to create a mutual, limited framework for the protection of commercial navigation and the security of grain shipments.

    Preparations discussed in New York

    According to the Bloomberg-sourced report, the preparations for the initiative were evaluated during a closed-door meeting held at the UN General Assembly in New York at the end of September. Turkish officials, along with representatives from the United States, Europe, India, and Egypt, attended the meeting.

    It was reported that the discussions focused on the free navigation of commercial vessels and the protection of ports and energy infrastructure. It was indicated that representatives from the Switzerland-based Centre for Humanitarian Dialogue are expected to mediate in the new contacts.

    Peskov: No concrete details yet

    Kremlin spokesman Dmitry Peskov stated in a press conference on October 2 that they are aware of the initiative by Turkey and the UN. According to Interfax, Peskov noted that there are still no concrete details regarding the talks planned for early October.

    Peskov argued that fragmented arrangements would not bring about a peaceful solution and expressed that agreements should be comprehensive. He emphasized that Russia seeks a permanent peace rather than a temporary ceasefire.

    Russia expressed openness to dialogue

    According to a TASS report dated October 2, Peskov also responded to a question regarding the possibility of bilateral agreements on Black Sea security with countries such as Turkey, India, and Egypt.

    Peskov stated that Russia is open to dialogue with all countries, but noted that no concrete negotiations are being conducted on this topic.

    Statement on military shipments by sea

    In statements reported by Anadolu Agency, Peskov indicated that Russia aims to halt the maritime shipment of military equipment, ammunition, and fuel to Ukraine. The Kremlin spokesman stated that they are responding to Ukraine's attacks in the Black Sea and reiterated the demand for a comprehensive agreement.

    The initiative has not yet turned into an agreement

    The discussions prepared by Turkey and the UN were also brought up in the domestic press on October 3. Yeni Şafak, in a report based on Bloomberg, stated that the initiative focuses on the protection of civilian vessels, ports, and energy infrastructure.

    While reports published at the beginning of October indicate preparations for talks, the Kremlin's statements show that the details of the negotiations have not yet been clarified. There was no mention of a new ceasefire agreement being reached or coming into effect in these statements regarding the Black Sea.
