US PRESIDENT Barack Obama said he will move without congressional support to empower states and localities to find private-sector partners for needed infrastructure projects, reports American Shipper.
Mr Obama announced the Build America Investment Initiative at the Port of Wilmington, Delaware, in front of the I-495 bridge that has been shut down for repairs.
He said deferring maintenance and enhancements of highways, bridges and rail systems is a drag on the economy, noting that construction will create good middle class jobs now.
Mr Obama blamed the Republican Congress for refusing to accept his US$302 billion transport plan to reform taxes to discourage investment overseas and encourage domestic investment, which can be taxed to fund transportation.
