Foreign Minister Olivier JP Nduhungirehe confirmed the talks on Rwandan state television, raising concerns over the humanitarian conditions that led the UK to abandon a similar plan.
The US has previously used El Salvador and other nations as stopover locations for deportees before transferring them to their home countries.
