THE Port of Fujairah in the United Arab Emirates has published a notice (No. 191) announcing new rules on offshore ship-to-ship (STS) bunker transfer.
First, permission can only be granted to conduct ship-to-ship operations at the Fujairah offshore anchorage if ship operators can prove the port authority's conditions have been met.
The conditions are as follows: the cargo must belong to companies holding a valid bunkering licence in Fujairah for bunkering activities, reports GAC Hot Port News.
Confirmation from the registered bunkering company is needed before permitting a STS operation. Also valid STS plan and STS Hose Test Certificates need to be submitted along with ship's certificate as per notice to mariners No 148 Version 2.
Furthermore, certificate of origin and bill of lading of cargo need to be submitted in advance of commencing STS operations, the vessel must hold a valid last port clearance; confirmation must be given from the ship master that his ship did not conduct STS cargo operations at high seas.
In addition, all STS operations must be carried out in the "S" area after approval is granted by the harbour master's office; the usage of pilot and tugs are compulsory and will be arranged by the port authority.
