The regulation was jointly issued by the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Public Security and the National Radio and Television Administration. It mandates the use of both explicit and hidden labels for synthetic content.
Explicit labels include watermarks, text notices or audio prompts that users can easily detect. Hidden labels are digital identifiers embedded in metadata, invisible to users but detectable by platforms. AI service providers must apply both types where applicable.
Platforms must also verify whether user-uploaded content was created using AI and label it accordingly. Tags such as 'AI-generated,' 'possibly AI-generated' or 'suspected AI-generated' are required. Users posting AI-generated content must declare it and use platform tools to apply the appropriate labels.
