Following the undertaking given by the workers’ union of Western India Shipyard Ltd (WISL) before the high court of Bombay at Goa, the Mormugao Port Trust (MPT) has started work to dismantle the shipyard’s floating dry dock. The WISL workers’ union, in its undertaking, had stated that its members would not interfere nor obstruct the work to scrap the floating dry dock and the 'Qing'. The court has ruled in MPT’s favour, and they have started cutting up the loose gear on the floating dry dock. The sea water that had entered the 'Qing' has also been pumped out.” Workers employed by debt-ridden WISL had objected to the scrapping of the two vessels and had demanded that their pending dues be settled first. Given the risk to marine life and the port, the MPT approached the high court with an intervention petition. The court has also ruled that the state government, through the chief secretary must take action if the union workers or any other party prevents the MPT from removing the two vessels. MPT would still have to obtain the necessary permissions to remove and scrap the floating dry dock. The 'Qin'g, which was grounded at the WISL berth, has been refloated by a salvage company on behalf of Balaji Fuels from Gujarat. Balaji Fuels purchased the 'Qing' in an auction after the vessel was declared as scrap. The company was surveying the double hull of the ship to check for damage or potential risks before it can be towed out of the berth. There was no risk now to the vessel because the oil and water has been pumped out. Sources said MV Qing had around 350 tonnes of oil and around 20,000 tonnes of sea water when it settled on the seabed. MPT officials had earlier rued the lack of urgency shown by Goa State Pollution Control Board in giving the requisite permissions to pump out the fluids. Dock engineers contend that if the matter had been resolved earlier, MV Qing could have been towed out before the onset of the monsoon.
