President Signs Bill on Pilotage

Russian Federation President Dmitry Medvedev has signed the Federal Law in traducing amendments to the RF Merchant Shipping Code.

Russian President Dmitry Medvedev signed a federal law on 03.06.2011g. â„– 113-FZ "On Amending Article 87 of the Code of Merchant Shipping of the Russian Federation." June 8 was published in "Rossiyskaya Gazeta" and comes into force June 19, 2011.

President Dmitry Medvedev signed a law amending the Merchant Shipping Code of the Russian Federation, which provide for equal working conditions for both public and private pilotage services, said Thursday the Kremlin press service.

The amendments were adopted by the Duma on May 11 and approved by the Federation Council on May 25.

Changes are made to article 87 of the Code of Merchant Shipping.

As noted at the hearing in the Russian parliament, the amendments equate private pilotage service to the public.

"Federal law provides that in the maritime ports of adjacent waters with a naval bases or points-based warships, as well as sea ports, in which the handling of hazardous and noxious substances by more than half the cargo, pilotage pilotage service made public organizations" - reads the help of state and legal control of the law.

In the Duma Committee on Transport reported that the drafting of this law was associated with recognition of the Constitutional Court of the Russian Federation in 2004 is not inconsistent with the Constitution of the provisions of the Merchant Shipping Code of the Russian Federation, outlined in the second paragraph of Article 87. They discussed the fact that the Marine pilot, an employee of the pilotage service only state organization.


THE BILL THAT JUST APPROVED IS SHORT AND IS AS FOLLOWS:



"Amend the Article 87 of the Code of Merchant Shipping of the Russian Federation (RF Code of Laws, 1999, N 18, art. 2207) change, and told her to read as follows:

"Article 87. Maritime pilots

1. Pilotage by marine pilots with an outstanding captains seaports pilot certificate on the right of pilotage in certain areas.

2. Maritime Pilots (hereinafter - the pilot) is a Russian citizen, to comply with the marine pilots, approved by the federal executive authority in the field of transport in agreement with the federal executive authority in the field of defense and the federal executive authority in the field of fisheries.. "

Its meaning is that there can be no distinction between marine pilots working in the public and private pilot organizations.
