Shanghai launches new trade facilitation rules to speed customs clearance
SHANGHAI Entry-Exit Inspection and Quarantine Bureau recently announced to launch new trade facilitation regulation of "Risk Monitoring, Credit Supervision, Rapid Detection, and Quick Clearance" towards the key industrial product import and export enterprises in Shanghai to further enhance the efficiency in inspection and customs clearance, reports Xinhua. The first 25 enterprises such as Baoshan Iron & Steel, Shanghai Volkswagen, and Shanghai SHARP have enjoyed the convenience of the policy, said the Shanghai Entry-Exit Inspection and Quarantine Bureau deputy director, Chao Dong.
In the same period, Shanghai customs has upgraded the applicable scope for the customs clearance mode of "apanage declaration, port verification" from class A enterprises to class B manufacturing export enterprises which with good reputation and without smuggling illegal record within one year, and cancelled automobile exports customs transferring restriction, helping the foreign trade enterprises to cope with the current international market downturn. Shanghai Customs vice chief Hualu Zhang said Shanghai customs has built regional customs clearance cooperation with all the customs, directly under the General Administration of Customs as of August this year.
At present, the enterprises in Shanghai which can enjoy the convenience of "apanage declaration, port verification" mode has amounted to 7,972.
In the first 10 months of this year, Shanghai customs handled a total of 100,600 customs declarations for imports and exports under the regional customs clearance mode, and the goods value was of US$24.56 billion.
Shanghai is the largest foreign trade checkpoint in China. In the first 10 months this year, Shanghai customs' imports and exports decreased 0.4 per cent year on year in value to US$665.81 billion, of which the exports declined 0.9 per cent to US$407.85 billion.
