TO grow cargo volumes at the Black Sea port of Novorossiysk, stevedoring companies are willing to pour private investment into developing their own facilities. However, success will hinge on improving inland infrastructure and construction of railway and highway approaches to the port.
According to director general of Novorossiysk Commercial Sea Port, Sultan Batov, implementation of the midterm investment projects by NCSP Group through 2020 will enable the seaport to increase its throughput by 29 million tons per year.
Throughput of Novorossiysk port rose by eight per cent to 121.59 million tons in 2014. The port's exports totalled 123,000 TEU and imports, 352,000 TEU.
The federal special-purpose programme "Development of Russia's Transport System through 2020" would pave the way for the development of inland infrastructure, construction of railway and highway approaches, reported St Petersburg PortNews.
"General volume of private investments is expected to total RUB30 billion - RUB35 billion (US$158 million - $604 million). Additional RUB14 billion is required for the reconstruction of federally owned facilities: berths and approach canals," said Mr Batov.
DeloPorts Group is set to modernise its grain terminal KSK and NUTEP container terminal. The construction of two new berths and reconstruction of the existing ones will raise capacity from nine million to 14 million tonnes by 2018.
Speaking at the XI International Transport Forum "YugTrans-2015", development director of RUSCON Ltd, Andrei Narayevsky, forecasts exports from port Novorossiysk will increase by 10-15 per cent in 2015 despite the limits imposed on certain types of cargo and insufficient railway infrastructure.
Another problem at the port of Novorossiysk is its inability to handle containership of 10,000 TEU. Taking this into consideration, stevedoring companies plan to increase their throughput with the extension of berths to handle panamax and postpanamax ships.
For example, container terminal Novoroslesexport (NLE) is going to boost its capacity from the current 320,000-350,000 to 500,000 TEU through reconstructions up to 2020.
NLE also plans to deepen its deepwater berth to 15.6 metres so that it could service ocean going vessels of up to 60,000 in deadweight tonnes.
According to Mr Batov, Novorossiysk annually loses the possibility to handle up to 200,000 tons of railway cargo.
"As the shippers' supply is growing we see that the carriers cannot meet this growth primarily due to limited infrastructure. The port modernisation should be closely connected with the development of public transport infrastructure", he said.
Limited capacity is also a challenge for the grain terminal KSK which handles 70 rail cars per day and is ready for expansion up to 100 railcars. However, this will be achieved only in 2016 upon the arrangements with Russian Railways.
Mr Batov said capacity expansion at Novorossiysk's railway station would require modernisation of railcars handling technology at the station and at the approaches, expansion of the capacity at the Tonnelnaya-Gaiduk section, and additional tracks.
He emphasized that that implementation of those projects under the FSPP "Development of Russia's Transport System" will let increase the capacity of the station to 50 million tons by 2020.
