PRETORIA (A.A) - Turkish Foreign Minister Ahmet Davutoglusaid Sunday that Turkey and South Africa agreed to facilitate visaliberalization.Speaking to reporters, Davutoglu said that mutual visits will take place toboost bilateral relations and that Turkish Prime Minister Recep Tayyip Erdoganwould pay a visit to South Africa in upcoming months.We discussed the steps to be taken for a free trade agreement with SouthAfrica, Davutoglu said.We had a chance to talk on regional matters, including Libya and Syria,Davutoglu said.Touching on the situation in Somalia, Davutoglu said that a tragedy wastaking place there and that Turkey would do everything possible to help Somalia.(SOL-AY)

PRETORIA (A.A) - Turkish Foreign Minister Ahmet Davutoglusaid on Saturday that relations between Turkey and Israel can not be normalisedif Israel fails to comply with the steps expressed in UN Security CouncilPresidency statement."Relations will not remain as they are now, they will detoriate even more,"Davutoglu said while responding to the questions of A.A correspondent on thesidelines of his visit to South Africa.Asked to comment on the Palmer Report, which is expected to be released soonregarding Mavi Marmara attack, Davutoglu said if wrong opinions were brought toagenda regarding the Mavi Marmara attack in Palmer Report, Turkey would openthose opinions to international law."I mean this file will not be closed upon a report,"Davutoglu said, notingnegotiations were still underway on the report.Davutoglu said there was no change in Turkey's position regarding the MaviMarmara attack, and noted that Turkey wanted the steps, included in the UNSecurity Council Presidency statement, to be taken.Davutoglu said Israel last year many times came to the point of meeting thedemands of Turkey, however later stepped back basing on some reasons.Davutoglu said some negotiations were carried out upon Israel's message toTurkey that they were ready to meet the demands.Asked if Turkey shared the call of U.S. President Barack Obama to SyrianPresident Bashar al-Assad to"leave", Davutoglu said,"I earlier made a statementon the issue. I went to Syria and talked to al-Assad. We have agreed on a roadmap during the meeting. However, following the steps of the first two days, moreoperations took place and many people lost their lives. This is not a sustainablesituation. Syrian administration should comprehend this. It is not the questionof foreign reactions or pressure. Syrian administration should make peace withits people. Otherwise, it will be difficult to restore public order,"Davutoglusaid.Asked if relations with Syrian administration were ruptured, Davutoglu said,"there is not contact at the time being. Relations will never rupture totallywith a neighbor. However, I don't have the conviction now that we can achievesomething with words. They should take steps."Davutoglu said there were two things asked from the Syrian administrationwhich were interruption of operations and taking clear and tangible steps onreforms."As long as Syrian administration delays the steps and as long as theoperations continue, reforms lose meaning. WASHINGTON (A.A) - Turkish Ambassador in Washington, NamikTan, in a letter sent to the Washington Times said Saturday that the flotillathat was attacked by Israeli troops on May 31, 2010 was not organized by theTurkish government.Tan's letter came in response to a commentary by Danny Danon titled"WhyTurkey should apologize to Israel".Tan said"the aid convoy for Gaza organized in May 2010 was a humanitarianinitiative with people from more than 30 countries (including the United Statesand Israel) in ships sailing under the flags of several nations. While there wereprivate Turkish citizens among participants, the flotilla was not organized oreven encouraged by the Turkish government, as Danny Danon conjures withoutevidence ("Why Turkey should apologize to Israel,"Commentary, Aug. 15). Quitethe contrary.""Nine people lost their lives when Israeli commandos used excessive, lethalforce and violated all established norms of international law by attacking theconvoy in the international waters of the Mediterranean, as the U.N. Human RightsCouncil's fact-finding mission concluded in its report on the incident. Eight ofthe nine killed were Turkish citizens, and one was an American citizen of Turkishdescent,"Tan said."As any country - including Israel - would be, Turkey was shattered by theloss of its citizens. We also were shocked that for the first time in ourhistory, our citizens were killed by a foreign armed force during peacetime. Whathas increased our sorrow is that this deplorable action was caused by a countryTurkey has long considered a friend,"Tan said."Turkey rightly asks for a formal apology and appropriate compensation tothe families of those killed. These acts will never fully ease the pain thefamilies and the Turkish people feel, but they are essential to the normalizationof relations, from which both Turkey and Israel benefit,"Tan said."It is meaningful that Mr. Danon, rather than supporting the efforts toleave this incident behind, is appealing to audiences in the United States andthat he defines the essential ingredients of normalization as acts ofhumiliation. ISTANBUL (A.A) - Turkish Minister for European Union (EU)Affairs and Chief Negotiator, Egemen Bagis, received a deputy from Romania'sPrahova state, Mihai Apostolache, Undersecretary for Relations between Minoritiesand Ethnic Groups, Nejat Sali, and Governor Adrian Florin Dobre in Istanbul onSaturday.Speaking to the AA after an half hour meeting with the Romanian delegation,Minister Egemen Bagis said that the Romanians told him that their support forTurkey's EU bid would continue.The Romanian officials told us that they wanted to see bilateral relationsget stronger and that they desired to see Turkish investors take benefit ofopportunities that Romania offers, Bagis said.Meanwhile, Egemen Bagis told reporters in Istanbul that it was high time forEuropean politicians to cut the financial resources of the terroristorganization.It is the right time for European politicians to end the calls made bycertain TV programs for violence, Bagis said.In regard to a question on European politicians and their call made toTurkey's Peace and Democracy Party (BDP) to place a distance between terroristorganization PKK and themselves, Bagis said that they constantly said that sameremarks."While its name is'Peace'and'Democracy', the party has no contribution toneither peace nor democracy. TURKEY-SOMALIA-Assessment meeting on assistance to Somalia

ISTANBUL (A.A) - Turkish Prime Minister Recep TayyipErdogan said Saturday that they were in a position to embrace the whole ofSomalia and send services to the entire country.Speaking at an assessment meeting on assistance to Somalia in Istanbul,Erdogan stressed that Turkey would not discriminate among groups in Somalia andwould send aid to all segments of the Somali society.We have shown to the entire world that Turkey tried to help Somalia with allof its public and private institutions. We want the whole world public opinion tofocus on the tragedy in Somalia, Erdogan said.Somalia needs the compassion of the world. I believe that Turkey will have aspecial place among countries providing urgent aid materials to Somalia, Erdogansaid.In our assessment meeting on assistance to Somalia on Saturday, we decidedon several issues including improving the infrastructure of Somalia, building aroad that connects the city to the airport, and constructing a hospital, Erdogansaid.The tragedy in Somalia is a test for humanity's conscience, Erdogan alsosaid.(SOL-AY)

Turkey's HousingDevelopment Administration (TOKI) will build a school in Somalia.Six field hospitals and housing estates will also be built in Somalia.MILITARY TO HIT ALSO FROM LANDCamps of the terrorist organization in north of Iraq are destroyed with F-16planes from the air and with Obus cannons from the land.Troop sending from military units in Hakkari and Sirnak to base regions inthe border continued the whole day. Land Forces Commander Gen. Hayri Kivrikogluvisited the border region.ZAMAN-----HERONS IDENTIFY TERRORISTS, F-16S HITHerons identified a PKK group who were trying to infiltrate from the borderon Friday evening to launch an attack similar to Daglica. Germany's defense minister says the commander of the troubled navy training ship has been relieved of his duties and the vessel ordered to return amid questions surrounding the death of a sailor on board late last year. Defense Minister Karl-Theodor zu Guttenberg said the Gorch Fock would remain in port pending the results of an investigation into the death of the 25-year-old sailor who plunged from the ship's rigging in November. Guttenberg told ARD public broadcaster on Saturday Jan. 22, 2011 the ship would not be used for training pending the outcome of an investigation. Guttenberg consistently polls as one of the nation's most popular politicians, but has come under pressure in recent weeks over a series of issues in the military, including the death on the Gorch Fock.
