(GEN) YSK SETS TIMETABLE OF REFERENDUM

ANKARA (A.A) - Higher Board of Election (YSK) set on Saturdaythe timetable for the referendum on constitutional amendment.Accordingly; the beginning date of the timetable will be May 31, 2010, andthe referendum will take place on September 12, 2010.Meanwhile, Constitutional Court will start discussing main oppositionRepublican People's Party's (CHP) appeal for cancellation of thegovernment-backed constitutional amendment package, on June 3.The court will initially make a procedural assessment of the file onThursday. It will later set a date to start discussing the case on the merits.The package which brings amendments to the structure of the ConstitutionalCourt and the Supreme Council of Judges and Prosecutors (HSYK), won more than 330votes in the parliament on May 7 (except one article), enough for Government tocarry it to referendum.The package, except for the rejected article 8th on the closure of politicalparties and a related provisional article, was adopted by 336 votes in favor and72 against.The law is set to be put to referendum on September 12 on the reforms andrelevant amendments.CHP which is sceptical of the law as it fears it would erode theindependence of the judiciary, opposed the amendments from the beginning.Shortly after the adoption of the package CHP filed an appeal with theConstitutional Court on Friday for the cancellation of the amendment package.The petition was signed by 97 CHP deputies, 7 independent deputies, 6deputies from the Democratic Left Party (DSP) and 1 deputy from the DemocratParty (DP).CHP also argues that with 26 articles put to vote as a package, rises thequestion of non-separability of preferences of voters, as they are expected tovote"yes"or"no"to the whole package.It criticises the voting of the package as a whole arguing that all articlesshould be put to vote separately.Second opposition Nationalist Movement Party (MHP) accuses the government ofattempting to politicize the judiciary and subordinate the judiciary to theexecutive branch.However, the ruling Justice&Development (AK) Party denies accusations andargues that the law aims at making Turkey more democratic in line with EU'sexpectations.(GC)

British and Spanish authorities tried to save a bulk carrier which hit rocks on Gibraltar's southern tip Friday as storms hammered the British colony, local officials said.
The Liberian-registered Fedra was dragging her anchor in a force 8 gale Friday afternoon. Despite the efforts of two tug boats to hold the ship clear of land, its anchor broke and the stern of the 35,000 tonne vessel smashed against rocks at Europa Point -- Europe's most southerly spot.
Local officials said they did not immediately know the condition of the ship or what it was carrying.
A Gibraltarian rescue helicopter hovered overhead, trying to rescue the 31 crew, as winds of around 70 miles an hour battered the British territory and the southern Spanish coast.
